Richard started his career in Town and Country Planning before becoming dual qualified in Economic Development and Regeneration, his specialist field. He was the Deputy Chief Executive of the District of Easington until 2002 when he was appointed as Chief Executive of Tynedale Council in Northumberland, a post he held for six years. During that time he led the authority to significant success, attaining a number of national awards for excellence and innovation. Following reorganisation of Local Government in 2008, Richard was appointed as Executive Director to the new organisation leading a range of services with an overall budget of £110m and over 3,000 staff. In 2011, he left Northumberland to join Lugano as Development Director.

Scott has significant experience in Masterplanning projects related to the regeneration of large scale brownfield opportunities including those associated with employment sites in Washington, Sunderland & Newcastle. He has acted as an advisor to Tees Valley Regeneration and PD Ports regarding the issues associated with the masterplan development at Victoria Harbour (2500 dwelling units and 1m sq. ft. of commercial space).This particular role involved assessing the realism of current Regional and Local policy regimes that might seek to support the redevelopment of what is a major brownfield regeneration project. Scott has also directed the provision of development strategies including the preparation of masterplans assessing the impact on surrounding areas for the redevelopment of the Police HQ in Ponteland, the redevelopment of a long term vacant employment site within East Middlesbrough Employment Action Zone, the redevelopment and masterplanning of land north of Newbridge Street in Newcastle for a mixed residential and retail offering, and the redevelopment of a former Paper Mill in Sunderland for residential and employment regenerative purposes. During his private sector career he has overseen the attainment of planning permission for over 8000 dwelling units and over 3m sq. ft. of commercial space.

Qualified as a commercial solicitor in 1986 with London firm, Gouldens, and became a partner in 1991. Re-located to Newcastle in 1996 and joined Watson Burton as a partner. Allan was Head of Commercial and Property Disputes at Watson Burton and also managed the firm’s Leeds office until joining Lugano in 2009. Responsible for legal, transactional, and administrative issues, and the day to day management of the Lugano portfolio, in conjunction with Victoria.

Victoria re-located to Newcastle when she joined Lugano in 2011 and is responsible for the management of Luganos commercial property portfolio including Landlord & Tenant matters, Development, Agency and Property Management.

Joanne is Lugano’s first new appointment of 2016. Joanne has a passion for communities and ensuring that they are properly consulted should they be faced with ‘change’. Joanne has a background in Local Government working in Economic Development & Regeneration but most recently in Service Improvement within the NHS. Joanne will work with us to ensure that we are communicating with our communities of interest in a way that they can understand and feel part of the process.
